The Kali Polis Project

The Kali Polis Project is an urban studio and semester internship initiative hosted by The Demos Center at the American College of Greece, designed to connect university students with municipalities in order to develop innovative responses to contemporary urban and climate challenges. Developed in collaboration with the Global Covenant of Mayors for Climate & Energy (GCoM) and inspired by international city-campus partnership models, the initiative creates opportunities for students, local governments and civic stakeholders to collaboratively design and implement projects focused on climate resilience, sustainability and civic participation. By combining applied learning, municipal collaboration and community engagement, The Kali Polis Project strengthens connections between higher education and local governance while contributing to the development of more resilient and sustainable cities in Greece.

Introduction & utilization of donation

The Kali Polis Project was created to bring young citizens closer to local government while supporting municipalities in addressing urgent urban and climate-related challenges through collaborative and applied initiatives. Operating at the intersection of education, civic participation and urban resilience, the program enables students to work directly with municipal staff on projects connected to biodiversity enhancement, civil protection preparedness, citizen awareness and urban resilience.

Following a successful preparatory and inaugural phase, which demonstrated strong interest from municipalities, universities and civic stakeholders, the initiative is now entering a new stage focused on strengthening its long-term impact, knowledge-sharing capacity and knowledge-transfer systems, while laying the groundwork for replicability across Greece.

With the support of the Helidoni Foundation, The Kali Polis Project will develop a structured knowledge-transfer framework that captures the methodologies, tools and best practices emerging from the pilot collaborations between students and municipalities.

The grant supports the creation of two core resources designed to enhance the sustainability and future expansion of the initiative. The first is a practical Municipal Handbook that documents the operational structure, collaborative processes and implementation methodologies of the program, providing municipalities with a clear framework for participating in and replicating future Kali Polis initiatives. The second is the development of a Resource Library that will document project case studies, methodologies and impact outcomes generated through the internship program, creating a foundation for long-term knowledge sharing and future replication.

These resources will support municipalities, educational institutions and civic organizations seeking to implement collaborative urban resilience projects while facilitating the exchange of knowledge between local governments and practitioners in Greece and beyond. Particular emphasis is placed on documenting practical tools and experiences connected to climate resilience, biodiversity, civil protection and citizen engagement.

Beyond the immediate implementation phase, the project contributes to the development of a broader ecosystem of collaboration between higher education institutions, municipalities and urban innovation networks. By strengthening the infrastructure for knowledge transfer and institutional learning, The Kali Polis Project seeks to establish a scalable and replicable model for civic innovation and climate resilience initiatives across Greece.

At a broader level, the initiative reinforces the role of young people as active contributors to urban transformation while supporting municipalities in developing more participatory, sustainable and resilient approaches to local governance. Through the combination of applied education, municipal collaboration and long-term knowledge-sharing systems, The Kali Polis Project aims to contribute to a stronger culture of civic participation and urban sustainability within the Greek public sector and civil society landscape.
